У моего пользователя стояли права SUPER, а значит SET NAMES и прочее неработали, то есть скрипт я мучил зря. Форма передавала данные в utf8, то есть и кодировки полей,таблиц,базы я мучил зря. Почему не работало непонятно.;-)
